Substitute Service Specialist

 

Position Status: Full time

 

Salaried position: Range: $40,000-$42,000/annually

From the onset of their employment, all employees are entitled to Social Security, Worker's Compensation, Unemployment Insurance and Holiday Leave based upon their FTE status. 

 

Employees who have completed 60 days of employment are eligible to use accrued Paid Time Off (PTO). Raise Montana will offer full time employees 120 hours days per calendar for the first two years of employment and additional time thereafter.

 

Raise Montana offers 12 paid holidays plus two floating holidays per year. 

 

Simple IRA Benefit: Raise Montana will match contributing funds by the employee up to 3% of the employee’s gross earnings

 

Health Insurance: Raise Montana offers Group Health & Vision Insurance benefits to regular full-time employees working at least 30 hours a week, after meeting the probationary waiting period of 60 days.

 

 Job purpose

 

Raise Montana is hiring a full-time Substitute Service Specialist to work remotely within the state of Montana. Raise Montana seeks to improve the quality, accessibility, and affordability of child care for all Montana’s families through our support of regional child care resource & referral (CCRR) agencies as well as through statewide capacity-building projects including MT Shared Services and the ECE Substitute Service. Together,  Montana’s six CCRRs and Raise Montana form the MCCRR Network. The Network partners with a wide variety of state government agencies, higher education institutions, and community-based nonprofit organizations to collaboratively create a comprehensive early childhood system for young children and their families.

 

The Substitute Service Specialist will be responsible for maintaining and expanding the substitute service  in all regions of Montana.  The substitute service utilizes a web platform to connect trained, vetted, experienced substitutes with child care directors in need of staffing support.  The Substitute Service helps child care programs to maintain consistency of quality care while allowing staff time away for personal and professional needs. The Substitute Service Specialist is responsible for recruitment and orientation of substitutes as well as participating child care programs.

 

General Position Description

The Substitute Service Specialist works with child care program staff to implement and maintain a substitute enrollment process to ensure full staffing of programs. Builds strong relationships with local agencies, schools, towns, businesses and nonprofits to minimize staff vacancies and maximize substitute placements; assists potential substitutes with completion of appropriate forms and CCL requirements and onboarding to the web platform; works with child care providers in maintaining job postings and full use of the substitute platform.  This position will also support other operations within the Shared Services program. 

 

 Primary duties

 

Substitute Service Duties:

  • Conduct substitute pool recruitment statewide.  Interview applications, arrange FBI background checks, conduct reference checks and job verification.

  • Facilitate enrollment and oversight of substitutes in accordance with CCL guidelines and policies.

  • Train substitutes and participating programs on Platform, providing TA as needed.

  • Manage purchases and uses of job placements.

  • Maintain confidentiality of substitute records.

  • Build and maintain relationships with local resources to maximize substitute staffing.

  • Maintain contact with local child care businesses.

  • Coordinate marketing and community outreach efforts.

  • Serve as the point of contact with members and users.

  • Collect data from members regarding the impact of services as well as new and ongoing challenges.

  • Serve as spokesperson for the project and promote its mission, benefits, and values

 

General Duties:

  • Manage reporting as required by the Executive Director.

  • Stay current on regulations, developments and trends in the ECE industry and issues relevant to the program and make recommendations as appropriate.

  • Actively participate in initiatives and dialogue focused on equity, inclusion, and justice

  • Other duties as assigned

 

 Qualifications

 

Suggested Knowledge, Skill and Experience

  • Experience recruiting, interviewing, and onboarding new employees

  • Experience in non-profit staff oversight 

  • Advanced computer skills including knowledge of Google Suite and Microsoft products  as well as experience working with a childcare software program or other relevant database

  • Ability to form trusted relationships with substitutes, child care businesses, and community partners  

  • Outstanding networking and motivational skills 

  • Excellent organizational, interpersonal, and technology skills.

  • Ability to operate with minimal supervision, with initiative and discretion.

  • Ability to participate in initiatives and dialogue relating to equity, inclusion, and justice

  • Knowledge of community and statewide ECE resources and partners.

  • Must clear a full background check. 

 

 Physical and environmental demands

 

This job can be conducted remotely provided adequate internet and phone access; however, occasional state-wide travel is required. This position requires flexibility in scheduling and some work must be performed outside of traditional office hours.

 

 Supervision

 

This position is supervised by the Shared Services Coordinator of the Raise Montana.
